Budget and Management Analyst I:  Baltimore’s budget office is currently recruiting for Budget Policy Analysts to join our team. We are recruiting Analysts for both our revenue and expenditure teams. 

Revenue

Expenditure
  • Forecast and analyze the City’s major revenue streams; including the property tax, income tax, and various fee, fine, and permit revenue streams.
  • Assist in analyzing the revenue impacts of proposed State and City legislation.
  • Perform analysis regarding key economic indicators monitored by the City.
  • Support a portfolio of agencies as they build and implement their operating budgets.
  • Analyze and offer recommendations on agency budget proposals.
  • Perform quarterly expenditure projections monitoring compliance with the adopted budget.
  • Lead management research projects geared towards improving the overall efficiency and effectiveness of City services.

Analysts working on both the Revenue and Expenditure team play key leadership roles in the following types of projects:

  • Systems Implementation & Management
  • Community Engagement and Outreach
  • Policy Analysis

 

About the Bureau of Budget & Management Research

Yes, our analysts need to be handy with spreadsheets, but just as important is an interest in urban policy, strong communication skills, and intense curiosity. Although our primary mission is to develop the City’s annual operating budget, BBMR also spearheads a series of innovative initiatives that have strengthened the City’s fiscal condition and led to better results for Baltimore’s residents.  Additionally, BBMR produces in-depth research reports to inform budget, policy and management decisions.  Recent topics have included services for seniors, trash collection, street resurfacing, community job hubs, and the conduct of elections.
